No, PHP uploads are disabled for abuse.
 
T35 servers would be swamped if PHP uploads were enabled, Infact, ANY SERVER would be swamped with out somekind of regulations/restrictions.

ftp..for most new browsers, But that would be bad cuz if your looking to have people upload (they would know your pass). and well yeah we all know what that would lead to...
