Use photoshop to create your banner and stylize it so it suits your website. Then use a HTML editor like Dreamweaver and insert the banner onto your webpage. You can then add a hyper-link to your banner to redirect your traffic to another page on the advertised website.

if you need a static one then use Photoshop but you prefer animated banner choose Flash. Simple

Most of the time many people use photoshop on creating graphic design and banner.This is reminds me on how to create mobile application,in Finland country i seen a lot of use interface design which is specializing on improving mobility and mobile application in http://www.linja.com/ which many of people waiting to see in near future.

Photoshop is a better software which is used in making banner. So use Photoshop.
