Is it possible for cPanel to change their code so that it either 1) reads the mega tag line that says the page is in utf-8
or
2) Remembers how you opened the file the last time so that it will automatically open as a utf-8 file everytime instead of insisting on me scrolling down to utf-8?

I have tried reuploading the files after saving them as utf-8 files in notepad, but that did nothing. Only my index file does cPanel give me the utf-8 choice as a default. Its rather annoying. However, eventually, I will have blogs on my site using wordpress. I will have users typing in various languages. Will cPanel automatically save the file as a utf-8 file? Ideally, my entire site will be automatically utf-8. Those who refuse to upgrade to 2008 can go elsewhere as I want my site to be multilingual and global instead of stuck in the mud. LOL 

Whats funny is that I wasn't having that problem until this week or late last week.

Uploading them using ftp shouldn't make a difference. When I open it up inside of cPanel, I'll still get the same problem.
If I were to stop making so many encoding errors, I could work offline and be done with it.  The problem is in cPanel's encoding. It does not  recognize that the uploaded notepad file was saved as a utf-8 file previously, when I go to open up the file inside of cPanel to edit the errors I've found. The foreign language words to show up correctly on the public webpage. Its just the behind the scenes that is the current issue. I'm guessing, that I won't have issues with the blogging because the website shows up properly otherwise.
