Whats funny is that I wasn't having that problem until this week or late last week.
Uploading them using ftp shouldn't make a difference. When I open it up inside of cPanel, I'll still get the same problem.
If I were to stop making so many encoding errors, I could work offline and be done with it.

The problem is in cPanel's encoding. It does not recognize that the uploaded notepad file was saved as a utf-8 file previously, when I go to open up the file inside of cPanel to edit the errors I've found. The foreign language words to show up correctly on the public webpage. Its just the behind the scenes that is the current issue. I'm guessing, that I won't have issues with the blogging because the website shows up properly otherwise.
