I'm cleaning out my hosting and found a bunch of folders I don't use at all, and have never heard off. Just curious, do I need these?

_private
_vti_bin
_vti_**

There are several more _vti_something folders.

I also have other folders outside of public_html that are like .fantasticodata and .htmltemplates do I need those?

Yes you should probably keep those folders as they contain important data about your account.
