Unfortunately, if people were able to use the exec() command, there would be much chaos from "less acceptable" members of the Freehost network.  I can help you set up a localhost Apache server with PHP if you want to test there.

(P.S.  Even if done for a few minutes, someone would abuse it.  Welcome to the dirt ball.  :\)
