I personally would use phpbb2.  It works well and with the Easy Mod addon its easy to mod to your liking.  I use phpbb2 for my forum I am starting. http://alghieri.t35.com/forum/  .  Also use www.hotsql.com for the mysql hosting.  Recently they fixed the problems they were having and now it has 99% uptime again.

Here's another flatfile forum that will work on the free hosting
http://www.simplemedia.org/

I have it on one of my sites. Sadly, the sever I have the site with won't let me retrieve my password for ftp access:(  So, I cant really update it anymore. but I do have a working forum on it. I like this one because it is very customizable as long as you take the time to play around with it.
Here's the one I'm using:

Don't worry, it'll work, now hand me the duct tape.

it does as long as it's one of those forums that have their files in one folder. I believe phpbb is like that but i'm not totally sure. SMF is another forum that should work.
