It is posible to prevent popups whit php code, but is it illegal? I mean what does admins and hosts think about it?  huh

No its not possible and its against the TOS to block T35 pop-ups. With out them, they can't pay for our free host =[

And IT IS possible for us to have scripts that check accounts that remove the ads.

Its a fast way to get your account deleted and your ip banned permently from the service.
