If someone decides to link to my site from a page that is less than desireable with very low PR and poor content. Will this hurt my PR....does it get diluted?

I don't think it will hurt your website's PR at all. But it won't help it. Just say you own a football site and a site on the weather linked to you, it would not help your site when it comes for people trying to find your site. But if you get a link from the FIFA.com site, for example. This will boost your chances of having a higher pagerank.

It shouldn't hurt your site unless you are also linking to them, but at the same time it wont do you any good either.

If someone decides to link to my site from a page that is less than desireable with very low PR and poor content. Will this hurt my PR....does it get diluted?

It will not hurt but when you will give link back to such website then might go wrong for you.

Links will hurt if they are from bad neighbour. That means you have to link back to get penalize. One way link will not hurt.

Just watch what you link to, and if you do link exchanges, make sure that their content is relevant to yours! All links are not treated equally.

All one way links will help you get better SERP. But 2 way links can hurt you. If you have a link from bad neighbor and you are link back to them you will be penalized.

It is going to hurt your site as PR is low and content is poor its not going to help your site anyway. Moreover it may degrade your site PR, I would have advised you to link with that site only if either the PR was good or the content was above average quality.

From what I've read, no it won't hurt your site. And the reason Google has designed the algorithms this is way is because a webmaster has no way of controlling who links to him.

If linking to a site did hurt it, then unscrupulous webmasters would be forever building dodgy sites and linking to their competition. Google would be rewarding bad behaviour, and they couldn't do that.
