How about allowing free sites to have a mysql database if their site achieves over 150 unique visitors a day for a full 4 months?  It would be a good incentive for people to drive traffic to their sites even more.  You can possibly setup a script that monitors the visits per site and remove the free database if the sites traffic drops.

We have been testing some mysql possibilities.. haven't found anything that works and is cost-effective yet, but it's possible that we might have some kind of mysql service very soon.
