You should put a forum for Solicitations & Announcements of web Directories
So that we may submit to them.

Yes, there is... but as you previously stated, they are not free:

That is due to the fact that the person who collected and posted them did not fully investigate them.

There are free directories out there, given you supply a reciprocal link to the directory.
