No bad, Try changing the text to a more readable color.
#3399FF or #33CCFF comething around there would be easier to read. And im not sure what the top and bottom are supposed to be, they just look like big white box's that take up a lot of space =/

Okay, I got rid of it all and re did it. Scratched the html and frames, and went with php and tables, but got rid of that too. Now I have a simple xhtml using CSS and it loads ten times faster and though it is rather simple I like it.

What you guys think now?
